"We wanted to build a custom 450 sqm infinity pool villa in Budva. Landmonte registered our company, cleared the municipal zoning certificates (UTU), secured our construction permits, and supervised the local contractors. They saved us months of administrative hassle and handled everything locally."
"As a foreign corporate entity, setting up local subsidiaries in Montenegro seemed complex. Landmonte coordinated the company bank accounts, notarized titles, and boundary lines for our Kotor Bay commercial project. Impeccable professional communication throughout."

Yes, foreign citizens are fully entitled to buy residential and commercial properties under their personal names. For raw, unbuilt land plots over 5,000 sqm or certain agricultural sectors, acquisition is secured by registering a local D.O.O. holding company. Landmonte sets up your local company, registers bank accounts, and structures the title transfer inside 10 business days.
Acquiring any residential or commercial property in Montenegro, regardless of the transaction amount, entitles the owner to apply for a temporary residency permit (renewable annually). Spouses and children under 18 also obtain residency as dependants. We handle all filing processes with the Ministry of Interior, legal translations, and police clearances.
Annual property tax ranges from 0.25% to 1.0% of the property's estimated market value, depending on location and quality. Rental income tax in Montenegro is a highly competitive, flat 15% rate. There are no wealth taxes or estate taxes, making it an excellent tax haven for European real estate portfolios.
For clients who want to construct custom villas, we perform the full scope of local representation. We find raw plots, cross-check their zoning permissions (UTU certificates), negotiate the purchase, secure the local architect blueprints, file municipal construction permissions, and supervise local building contractors. All is managed under a transparent 8% project supervision fee.

Landmonte is a Montenegro real estate and land development partner for buyers who want a result, not a listing. Our clients come to us with one of three goals: to buy land in Montenegro and build a villa to their own plan, to acquire a finished property on the Adriatic coast, or to place capital in a development with a clear exit. For each of those goals we run the full process in-house: sourcing the plot, verifying the title, structuring the purchase, obtaining permits and managing construction through to the keys.
This page explains how land purchase in Montenegro actually works, where the plots are, what the custom build service includes and what we check before you sign anything. If you already know what you are looking for, go straight to our current land and property listings or talk to a director.
Finished villas on the Montenegrin coast are priced for the view, the finish and the seller's expectations. A well-chosen plot lets you capture the same view at land cost and then build exactly what you want, at a construction price that is still far below Western Europe.
Montenegro is small, but the coast behaves like five different markets. Prices, zoning and buyer profiles change every twenty kilometres, which is why we source plots region by region rather than from a single feed.
Every plot we present comes with its urban-technical conditions, so you know before the first viewing what can be built, how high and how close to the boundary.
Building a villa in Montenegro as a foreign owner is not difficult, but it is procedural. Each step depends on the one before it, and a mistake early in the chain, such as a plot without a confirmed access road or a planning zone that caps the footprint, costs months later. Our custom land build service exists to remove that risk.
Not every client wants to build. For finished villas, apartments and heritage stone houses we act as a licensed Montenegro agency with a 1% commission model and full legal mediation: title deed due diligence, certified contracts and secure closing. You see the real asking price, the real ownership structure and the real condition of the property before you travel, and our directors in Budva and Podgorica accompany every viewing and every signature.
Beyond lifestyle, three factors keep bringing capital to the Montenegrin coast. Property ownership of any value entitles the owner to apply for a temporary residence permit, renewable annually, with spouses and children included as dependants. The tax environment is flat and low: corporate and personal income tax sit in a 9% to 15% band, rental income is taxed at a flat 15%, and there are no wealth or inheritance taxes on property. The country uses the euro, so there is no exchange rate risk for European buyers, and it is an EU candidate with a stated accession target of 2028.
For investors we model each opportunity on three numbers: entry price per square metre, realistic seasonal rental yield and resale liquidity in that specific micro-location. Where the model does not work, we say so. Read more on our Why Montenegro page.
Tell us what you want to own: a plot for a family villa, an income property near the marinas or a development site. We will reply with the regions that fit, realistic budgets and the next concrete step. Request a consultation with a Landmonte director, or keep exploring the land and property listings.
We mediate your entire project locally and legally in Montenegro. From company setup and residency permits to land acquisition and design-build villa management.
